403 Forbidden responses

As it turns out... the reason for this appears to be because ppd files are not being recognized correctly.

When I run cupsaddsmb -h localhost -U username -v HPLaserjet

I get this message:  Warning: No PPD file for printer "HPLaserjet" - skipping!

But in the /etc/cups/ppd/ folder I can see a listing for all the ppd files and in looking at them I can see that the text is identical to that of the laserjet.ppd which is what I selected.  I have modified permissions (lp:sys) and looked at the cupsd.conf file but I cannot see why this would be happening.

I must be overlooking something terribly obvious here.
