You may easily create a print queue (a "printer" in CUPS speech) which
is configured to print
duplex by default (use the configure printer option from the web
interface).
And you can add a job patch file into the PPD that disables any duplex
setting but the
first one from the print job (i.e. only the default defined in the PPD
gets executed).
