Question about the CHARSET environment variable

Hi there,

in CUPS programmer's manual, it is said that the CHARSET environment
variable is set according to what is the current charset on the client.

I'm experiencing a situation where CUPS sets this value to UTF-8,
but the job's title is NOT encoded in UTF-8 but into another charset
which I believe is ISO-8859-15, and trying to decode it as an UTF-8
string causes an error of course.

It's not on a machine I have access though, I just know that the CUPS
server software is installed on a Suse 9.1 distro.

What could be the problem ?

Could this be an incorrect locale setting on the server or on the
client ?
