start printing after a printer is turned on?

Is there a simple way to get CUPS to start printing once a printer is 
turned on?


Currently if my printer is turned off when the print server is booted 
then CUPS just queues jobs for the printer and doesn't start printing 
when the printer is turned on.  This is very irritating.  I don't want 
to give users access to CUPS control and I don't want them to be able to 
start or stop the printer.  I just want CUPS to automatically start 
printing when the printer is turned on.

I am running cups-1.1.20-11.4 under linux 2.6.xx from fedora core 2.

Also: qtcups-2.0-15 won't run (seg faults).

Also: 2/3 of the time the printer crashes when CUPS starts (laserjet 
1300) - with the kernel message "kernel: usb 2-2: control timeout on 
ep0in" and needs to be power cycled to get it back (it also does this 
randomly with around a 1 in 30 chance per day). It has done this since 
CUPS was introduced in RH8 and never did this under lpd prior to this.

Any clues?

These problems are driving me mad,
