CUPS implicit classes

Hello,

I'm trying to use CUPS implicit classes for load balancing and failover. 
     I have identical print queues setup on two CUPS servers- I've 
enabled implicit classes and browsing on both boxes as well. I have 
setup windows machines to print to 
http://servername:631/printers/identicalprintername and it works fine as 
long as both boxes are up.  However, if I take the first CUPS server 
down, I'm not getting the failover to the other CUPS server.  Should 
implicit classes work with Windows clients?  Or does the failover only 
apply to Linux clients?
