[cups.general] dotmatrix printing

I think I have the problem solved. I have to pass 
-o PageSize=Custom.14x11in -o document-format=text/plain
if I do that it works just fine. 
Does any one know why I can't set that to be the default with lpoptions?
for what ever reason it ignores the lpoptions for those two options.
