403 errors

I can print a test page form the web interface of CUPS.  Everytime I try and print from KDE, I see the following kind of entry in the error log:

This is a single unix box.  It has the hostname farsite but cups ahs "localhost: as the print server.  The access log shows that I cannot access CUPS from the client.

I have searched the documentation for what needs to be changed and have not found exactly where to make the change.  So I have changed all possible access settings in cupsd.conf to ALL and appear to have configured it to accept printjobs from any client in the known universe.

I am missing something really obvious here... Anyone?
