[cups.general] Cups clients wont connect

Have a look at the Software Administrator's Manual under the Allow
directive - what you want here is 10.121.131.*. In practice, you can use
a single allow directive using @LOCAL to accomplish the same thing -
however, I don't think you can use it in the Listen directive.
