What is cupsd doing at this stages?

Well, that might be a bug in FindDest, but given that you aren't
pegged (100% CPU) I would say that is not the case.  It could be
that the client is having trouble keeping up with all of the
incoming browse packets...

What OS, version of CUPS, etc?

How many printers?

What browse settings are you using on the server?
