Unfortunately, Red Hat chose not to use the standard CUPS mechanism
for managing printer drivers.  You'll have to ask Red Hat for
documentation on doing this, and perhaps to ask them to use the
CUPS-Get-PPDs request rather than depending on Foomatic for
everything...
