[cups.bugs] [MOD] STR #1366: Missing user-agent header when sending to IPP server

When the CUPS server sends a printjob to an IPP server, it doesn't supply a
User-Agent header.

Quoting RFC2616 (HTTP/1.1), section 14.43: "This is for statistical
purposes, the tracing of protocol violations, and automated recognition of
user agents for the sake of tailoring responses to avoid particular user
agent limitations. User agents SHOULD include this field with requests."

The (very simple) attached patch adds such an header. It's made using SVN
HEAD of 2005-12-28
