[cups.general] lpadmin and print drivers

Might it be an issue with lpadmin?  I recently tried using the command 
line for lpadmin in OS X 10.3.7 - CUPS 1.1.20rc1 and got the same 
response.  I tried adding a serial printer and a usb printer.  The 
printers were added but they were set up as Raw PostScript printers.  I 
was all set to blame Apple for this, but maybe there is something else 
wrong.
