[cups.general] Job control, denied access as root

Greetings;

How can I, as root, gain access to the jobs functions in cups?

Currently its either and endless loop of password requests for the 
user 'CUPS', or a permission denied if the request is canceled.
At one point a few versions back, I could access the jobs menu, but 
was getting an 'error client-not-possible' if a job needed canceling.
There obviously isn't a user named CUPS on this box, never has been.

I'd like access to the jobs with complete control including the 
ability to stop a runaway process where the printer has lost its mode 
setting and will kick out 300 pages of gibberish text if left to run 
to completion.  The usual fix is to remove the paper, clean out the 
spool dir, and reboot, which seems like overkill.

Cups version is 1.1.22, built from tarball.  A mostly FC2 box, 
bleeding edge 2.6.11-rc4-V0.7.39-02 kernel.
