When I go to set up server printers on the clients I get a blank screen where I should select the printers that are on the server. It is recognizing the the server ip address. Being an AS/400 person and not a linux person I am dumfounded as what to do. Any help would be appreciated.

Look into the documentation and read the stuff about Allow and Deny
directives
and about the browsing directives.

I suspect that the Fedora distro seems to configure CUPS by default to
a sort of autistic behaviour - deny everything from all, and allow only
localhost. You'll have to modify your cupsd.conf files accordingly.
