[cups.general] No Printing To a Remote LPD server

Search for some configuration option like "accept from unprivileged
port" at your ancient Linux version. Reason: CUPS under SUSE LINUX 9.2
runs as user "lp" (as default) and therefore cannot grab an
privileged port to sent to the lpd queue.
