[cups.general] cups server problem

I can't print from any of my client machines. 
Here is the server config files.
The printer comes up on the client, but printing yeilds nothing on teh 
printer. Printing works fine from the server.
issueing localhost:631 from konqueror on the client shows the printer, and you 
can send a test but it never prints. The log on the server shows 403 
(forbidden)
issueing localhost:631 on the server works as expected, but <ip>:631 on the 
server comes back as forbidden?
