[cups.general] permission to cancel jobs via web interface

I've seen this question often asked, but seldom answered. I can remove
jobs either login in as root and running lprm, or remotely from the
same user, also using lprm. However, regardeless of the administration
permission, I can't remove jobs via teh web interface: the error is
the usual "client-error-forbidden".
How to solve this, and allow some user (any user?) to cancel jobs via
the web interface?
Adding Auth configs to the <Location /jobs> does not help either.
The cups version I'm using is cups-1.1.20-108.13 that comes shipped
with SuSE 9.1.
