[cups.general] CUPS not refresh printer status after pinter power

Hi,

Since upgrading to 1.1.22, the CUPS seems to lose track of printer 
status after printer power cycle. Admin must to manually start the 
printer for the web admin interface. With previous versions, CUPS 
usually automatically re-connect to the printer withou stopping the 
printer.  Is this the normal? What setting  should I set to make CUPS 
work like before?
