Can CUPS just hand out configs to clients to print directly to printers?

I know I'll have to change some of the timeouts on the clients to handle the potential disappearance of the CUPS server, but that's not a problem.

I don't think so. CUPS clients are designed to pass the jobs to be
printed along with the set of
attributes to the CUPS server, where asll the processing (data
transformastion by filters etc.)
takes place.
