Missing /private/etc/cups/passwd.md5

I am trying to get my MacOS 10.3.7 system to be able to reprint jobs using CUPS. I have modified the cupsd.conf file. I can still not get it to work.

I get an error "client-error-forbidden" when I click on the Restart button.

Looking at the Console for CUPS, error_log, I see:

E [16/Jan/2005:18:10:29 +1100] Unable to open /private/etc/cups/passwd.md5 - No such file or directory
E [16/Jan/2005:18:10:29 +1100] Unable to open /private/etc/cups/passwd.md5 - No such file or directory
E [16/Jan/2005:18:10:29 +1100] restart_job: "" not authorized to restart job id 1 owned by "jlbrown"!

Can I get the passwd.md5 file from anywhere?

I am logged in as jlbrown - how do I get it to reprint?
