For remote administration, you don't need a patch to whatsowver; just edit your
cupsd.conf file accordingly.

PS: I have the impression that some (if not all, meanwhile) Linux distributors tend to
configure their standard distibs to behave as a "workstation only", access from remote 
restricted in a sort of paranoic way. Even the system's configuration tools tend to 
back this approach. It seems that users should buy the server editions which cost a considerable
fee and maintenance ...
