I answered my own question. The issue was because I set AuthType to
something other than "None" for <Location /> which forced users to
authenticate.

Subject: [cups.general] Remote printing without password

I am able to successfully print from a remote client using "lp
-d<printer>" at the command line, but the user on the remote client is
always prompted for a password. GUI applications do not have the
ability to respond to a password prompt. Is there some method to get
CUPS to fall back to a default user if no password is supplied?
