[cups.general] usb printers on cups dont start when the machine is

When I power up my cups server which is running on fedora core 3, the HP 
5740 deskjet printer will not start up.

restarting the cups deamon, does not even start the printer.  What I 
have to do us bring up the web interface, and then reconfigure the 
printer.  When I do this, the printers start right up.

What Can I change so that the defined printers start up when when I when
my fedora system restarts.
