Thanks, I figured it out.
The Fedora 4 team had switched to ESP ghostdscript from GNU ghostscript.  When I ran the update it instaled ESPGS over top of GNU GS without properly removing GNU GS first.  Since the packages had the same name in the repository database, RPM was showing it properly installed.

I uninstalled all the "ghostscript" packages to remove any trace of the GS files then re-installed ESP ghostscript as availabale from Fedora Development and all is now well.
