Problem with lpadmin

We're seeing an interesting error now when we try to modify or add new printers via lpadmin:

lpadmin: Unable to create temporary file: No such file or directory

This has some interesting side effects. If it's a new printer, the ppd file isn't created and this the printer is set to Local Raw. If it's an existing printer, the print driver is wiped and at a subsequent restart of cups, the print driver is set to Local Raw.

I've currently got 1130 printers on each cups server and this started happening around the 1000 mark. We just realized what was happening with the drivers today when we restart cupsd this morning.

Is this a known issue or does anyone have any information they can provide? I've not seen this anywhere online or in bug reports.
