[cups.general] lpadmin doesn't exist

Hi,

i want to restrict access to the management of Cups. My idea is to add 
users to the system group lpadmin (so i don't have to give root passwd)

But i noticed that in /etc/group the lpadmin group doesn't exists
How is it created ? By Cups ?

Here's what is installed on the machine
 ii  cupsys         1.1.23-4       Common UNIX Printing System(tm) - server
ii  cupsys-client  1.1.23-4       Common UNIX Printing System(tm) - 
client pro
ii  libcupsimage2  1.1.23-4       Common UNIX Printing System(tm) - 
image libs
ii  libcupsys2-gnu 1.1.23-4       Common UNIX Printing System(tm) - libs

is there something else ton install ?

OS is linux debian sarge on 2.6.10 kernel
