Does your error_log contain lines like

I [10/May/2005:15:11:28 -0100] Started filter
/usr/local/lib/cups/filter/pdftops (PID 17109) for job 41102.
E [10/May/2005:15:11:28 -0100] [Job 41102] pdftops-options: -cfg
/usr/local/etc/cups/pdftops.conf

??

If not, the pdftops filter has not been called.
