client-error-request-value-too-long

I've had this problem twice now.  I have installed cups/foomatic on a
machine succesfully, install printers, print, all is fine.  I then want to
simply move all binaries, libraries, scripts, etc to another identical
machine.  All get moved but when I do the foomatic-configure which
subsequently runs the lpadmin command the lpadmin command returns
"client-error-request-value-too-long" and does install the printer
correctly.  I can independently run the lpadmin with the same result.  In
one case I rebuilt cups on the machine I was to move cups to and it worked. 
I must be missing something but for the life of me I don't know what.  I
can't keep rebuilding it everytime I want to put it on a different machine.

I've seen a couple of posts regarding this error seeking explanation but no
responses.
