CUPS stops out-of-paper printer

CUPS will stop the network printer if it's out-of-paper more than 60 seconds - starting the printer requires admin to start it. How to avoid printer going stopped state or howto autostart it because this kind out-of-paper situation happends quite often and I don't it's normal for users to call to admin person to start the printer again....

So any ideas how to solve it?
