The error message is spit out by the IPP backend if one of the following
errors
occurs:
(1) copnnection refused
	i.e. the printer refuses a network connection on port 631
(2) the host is down
	i.e. the printer's network card does not respond to any packets
addressed to it
(3) no route to host
	i.e. your server running CUPS does not know a route to your printer
(that
	means the printer and your server are on different subnets).

First try if ping and traceroute succeed.
