When printer state changed to a non ready state it is written to
/etc/cups/printers.conf and on resurecting the printer this is not over
written with the new status new status neither is it on restart of the
daemon and requires manual editing instead.

It would be nice to at least have it check the printer status on restart
of the daemon and say every 10 mins for an offline printer as if a printer
is offline for a large period of time it will stay that way untill someone
with root access and a bit of clue gets to it :(

Couple this with an office that only refils the paper in the printer when
they want to print and you have problems :(
