Notification when a print job is not printed

It is not an automatic thing - the client has to request a
notification.  More than likely, an updated CUPS driver on the
Windows side will provide a type-in field (or grab the email from
the registry?  I dunno) and allow the user to request notifications
when they print.  We might also be able to provide a GUI notifier
that uses an alternate notification protocol.
