Not with CUPS 1.1.x, however you can setup a cron job to automatically
enable stopped printers (see the many posts on this subject for
examples...)

CUPS 1.2 adds a per-printer error policy that allows for other
behavior, including retrying again in 5 minutes if a printer goes
down.
