After feeding new paper or removing the jam, the printer does absolutely nothing unless I say CUPS "hey... my printer is online". I don't want CUPS to stop my printer or would like have the printer restart automatically immedeately... but how?

This is a FAQ.

Basically, right now you have to use a cron job to detect stopped
printers and restart them.

In CUPS 1.2, you can set the printer-error-policy option to
"retry-job", which will automatically retry a job after errors like
this.
