cupsd ownership?

The cups was installed by root. And cupsd is run by root too. Is it the correct way?

To test whether the quota works, I logged in as a normal user. It printed. But all the files in /var/spool/cups/ are owned by root. It is said that the quota works for each user based on last non-zero number of /var/spool/cups/c0000#. If every file is owned by root, how does cupsd determine the usage of quota of different users?
