"raw" jobs offset..

I don't know how else to describe this.
When postscript is sent to any of my printers (HP, xerox, tek), the output is "zoomed in" somewhat. This happens with HP 4000s, 2100s, and many others. The degree varies by print job, but generally it seem to be about 10%, and most of the time the entire job is offset (pushed up, some text is normally chopped off).

I'm using CUPS-1.1.20 right now, and I'm planning to upgrade to 1.1.23 soon. Has anyone seen this problem? I have all the correct PPDs installed for every printer.. and, for example, I can take a pdf file that prints fine when fed to lpr, but the same thing when converted to postscript (acroread -toPostScript) exhibits this issue.
