cupsd: Child exited with status 98!

I have a number of machines running Fedora Core 4, kept up to date using Yum.  All are running cups-1.1.23-15.1.  Some are working fine, but others  get the following error:

# service cups start
Starting cups: cupsd: Child exited with status 98!

                                                          [FAILED]

According to the web search I've done, people claim this is because cups is already running, but I don't think that's true.  (1) it happens at boot time, and (2), I can shut cups down and get the same error:

# service cups stop
Stopping cups:                                             [FAILED]
# ps -ef | grep cups
anderson  2994     1  0 14:30 ?        00:00:00 eggcups --sm-client-id default5
root      3197     1  0 14:33 ?        00:00:00 eggcups --sm-client-id default5
root      4376  3236  0 15:20 pts/1    00:00:00 grep cups
# service cups start
Starting cups: cupsd: Child exited with status 98!
                                                           [FAILED]


Oh, and just to confirm:
# uname -a
Linux salmon.wellesley.edu 2.6.13-1.1526_FC4smp #1 SMP Wed Sep 28 19:30:04 EDT 2005 i686 i686 i386 GNU/Linux
# rpm -q cups
cups-1.1.23-15.1

Any suggestions?
