[cups.development] [RFE] STR #1328: Cups must be restarted to see newly-plugged usb printer

When plugging in a new USB printer, tools like gnome-cups-add do not see
the new printer until cups is restarted. Is there a way to poke the cups
daemon to reload the printer list/rescan the printers without completely
restarting it?
