[cups.general] cups stopped working,due to favicon.ico missing or ghostscript?

Are you sure the your /var/spool/cups/tmp directory exists and has the right 
permissions?

should be like this:

drwx-----T    2 lp       sys           176 Sep 29 15:51 /var/spool/cups/tmp
