[cups.development] submitting new printer filter

Hi,

I've finally got a printer filter for a Seiko-Epson SLP100 label printer
done. (Unfortunately I only have access to the one model, so I can't do
more.)

What is the process for submitting this for other CUPS users under the
GPL? (To whom, format, etc?) For example, do I just put in on a personal
site?
