Automagically Disabling Network Printers

We have a cups-1.1.23 server running on solaris 9.  cups is configured with several socket://IPADDR based printer definitions, most with PPD files defined.

Currently, this cups installation will change a printer's status to "disabled", and will queue but not send subsequent print jobs, if said network printer is continuously busy with print jobs from another print server for more than "some amount of time" (we think a few minutes).

Which setting in cupsd.conf correlates to this behavior?  I think it's a mistake that CUPS changes the printer to "disabled" just because the printer is probably reporting it's status as "busy".  Best way to remedy?  Thanks in advance!
