[cups.general] RE: Other 'less authorized' users

I have tried everything I know to try to get the following to work in
the /etc/cups/ cupsd.conf file:

<Location /printers/IMAP12?op=stop-printer>
Order Deny,Allow
Deny From All
Allow From @LOCAL
Require user tstusr01
</Location>

<Location /printers/IMAP12?op=start-printer>
Order Deny,Allow
Deny From All
Allow From @LOCAL
Require user tstusr01
</Location>
-----end snip

This should allow the user tstusr01 to start and stop this specific
printer but all the system does is repeatedly ask for the password of
tstusr01 as indicated below:

-----start snip
Disable IMAP12
Password for tstusr01 on localhost?
Password for tstusr01 on localhost?
Password for tstusr01 on localhost?
Password for tstusr01 on localhost?
Password for tstusr01 on localhost?
Password for tstusr01 on localhost?
-----end snip

As long as you type in the correct password you just get another
duplicate line.  At the point in time when you do not input the correct
password you get the following:

-----start snip
disable: Operation failed: client-error-not-authorized
-----end snip 

At this point, I have exhausted all that I can find and know about this
subject.

Can someone please help me with this?  We really need to be able to do
this and I have been unsuccessful in finding anything to fix this error.

We are in the need to allow certain users to be able to 'enable' and
'disable' (and poossibly delete a print job occassionally) print queues
BUT not to have full system access to do any more than that.

Does anyone know of a way that I can setup a group to just do this maybe
through the cups config file?  Also, would they have access to the print
manger screen at port 631 on the server?

I can't quite seem to grasp this so any help would be appreciated.
