[cups.bugs] [MOD] STR #1599: 1.2rc3 broke PPD list retrieval for e. g. gnome-cups-manager

With cups 1.1 until 1.2rc2 gnome-cups-manager could retrieve the list of
PPD files, but this broke with 1.2rc3 (you'll just see an empty list). Do
you have any idea what the cause of this could be?
