Works here.  cpi=17 gives smaller writing than cpi=10.  Perhaps your
input file is not being detected as text/plain, or else the mime.convs
file is using a different filter than /usr/lib/cups/filter/texttops for
text/plain files (and that filter doesn't honour the cpi option).
