This line means to CUPS: "If you receive a file that you autotype as
mime type 'text/plain' -- don't touch it and don't filter it. Send it 
directly to the printer instead, just as it is."

Change that line to read:

  text/plain       application/postscript     33      texttops

This will mean to CUPS: "If you receive a file that you autotype as
mime type 'text/plain' -- use the texttops filter to convert it into
mime type 'application/postscript', and then hand it over to the
next filter in the chain (likely to be 'pstops')..."

In this case your "cpi" and/or "lpi" parameters will be processed
and honored by the texttops filter.
