[cups.bugs] [HIGH] STR #1935: Quotas not working in 10.4

Quotas worked in my 10.3 server but when i installed 10.4 (tryed several
times) quotas don't work. I set quotas to an uer and they can print all
they want. If I don give them a quota they can't print. Any sugestions? I
contacted apple a few times and they have not resolve this and it's a
known issue.
