[cups.general] Excessive spool files slows CUPS

I am trying to determine if CUPS needs to be stopped PRIOR to removing
the excessive number of files in /var/spool/cups.

If I do NOT remove these files, CUPS gets slower and slower.  The fix is
to remove anything past 30 days and then there is GREAT improvement in
the speed of CUPS.  I have not found any setting in the cupsd.conf file
that will do this same function.

Please advise if this is a requirement and I will add that to my script
when I put it in place to maintain the 30 day level of files.

Thank you for any and all help with this as we have struggled greatly
with this slowness with many complaints from many users and we think we
have finally found the solution to meeting their needs.
