Fedora Core 6 ships with SELinux in enforcing mode by default, and CUPS
is subject to SELinux policy which says things like which port it may
bind to etc.  I expect you are running into problems with that.

Edit the security level configuration (from the menu:
System->Administration->Security Level and Firewall) -- in the SELinux
tab under 'Modify SELinux Policy' you'll see a 'Printing' section.  Try
setting the 'Disable SELinux protection for cupsd daemon' checkbox (and
perhaps others in that section).
