Translation of web interface to Hebrew

...And apparently I do.
I'm doing the work on a Fedora Core-6, i386 architecture.
I set out to use he_IL as the locale as indicated by the documentation. I started with cups.desktop...
    GNOME behaved OK,
    KDE was a no-go.
Then I changed the lines to Name[he] and Comment[he] and both GNOME and KDE were fine. Looking in the current disto. it seems all locales are just the language id, so I'll use 'he' for this work.

I made all of the gif files by now. The documentation indicates that I need to edit the Makedefs file but it's not there. So I copied Makedefs.in over to Makedefs, updated the LANGUAGES variable to:
  @LANGUAGES@ he
as indicated and ran 'make install' only to get an error:
  make: *** No rule to make target `@INSTALL_LANGUAGES@', needed by `install'.  Stop.
What am I missing?

Also, the translation documentation indicates a file named index.html and it seems this should be index.html.in .
