Notifier testing

I finaly got this to work by using the recipient directive. I'm now
getting email notification.

However, I noticed the notifier never goes away. Is this normal?
[root at stlam506 cups]# ps -ef|grep -i cups

Additionaly, the error_log has an entry for sendmail with status
code of 2:

I [15/Dec/2006:08:53:57 -0600] Saving subscriptions.conf...
E [15/Dec/2006:08:53:57 -0600] [Notifier] Sendmail command returned status 2!

I've turned on debug2 but it doesn't show anymore information for the
sendmail than what it is now.

Any suggestion on how to correct this?
